TUFC  thrash Nyapin FC in final league match

Eagle Trophy

NAHARLAGUN, Aug 11: Todo United FC finally lived up their fans’ expectations registering a 3-1 victory over FC Nyapin in the final league match of the fifth Eagle Trophy currently underway here at the Rajiv Gandhi Stadium.

Although TUFC won the match, it was the Nyapin lads who drew first blood in the 20th minute with Tame Lokam giving his side the lead. Their opponents would continue to trail till half-time before managing to get one back. In fact, it would take a full one hour before TUFC’s constant searches for goal would yield any result when Rajesh Nazary managed to level the game in the 64th minute.

Less than ten minutes later, it would be the chance for another Tame to get his name on the score board.

TUFC midfielder Tame Loram’s strike on the 71st minute got TUFC in the lead for the first time in the match. It wouldn’t take long for them to extend their lead further with Byabang Dolley getting the third goal with a beautiful chip shot over the FC Nyapin goalkeeper to make it 3-1.

Nyapin had a chance to close the gap before the final whistle blew when they were awarded a penalty kick which led to emotions spilling out of some of the players but the late gift was of no use as they were unable to take advantage of it.

The first semi-final would now be played on Tuesday at 2:30 PM between Capital Complex SC and FC Doimukh.

Workshop on ‘Pay Fixation’ begins

ITANAGAR, Aug 11: A three days workshop on "Pay Fixation" under the 100 per cent course fee sponsorship of DoPT, GoI  has commenced at ATI, Naharlagun today. 31ministerial staff from AP Civil Secretariat & other Head of Offices  who are mainly dealing hands  are attending the workshop.

Attending the inaugural session, Abdul Basit, Director of Audit & Pension has advised the participants to be very meticulous while fixing the pay of the Govt. servants so that an employee is not harassed unnecessarily. He told that there are so many stages & situations of fixations like; normal promotion, revision of pay, time bound promotion, granting of MACP & demotion to lower stage etc. The department having time bound promotion schemes like JEs of Engineering Department, Teachers of Education Department, Doctors of Health Department are facing so many problems because of misunderstanding & confusion in fixing the pay by the dealing hand in such time bound promotion matters. And as such, so many discrepancies  are being noticed in the service book of these departments. As a result, employees are being harassed while clearing the pension cases  and  the works of such Deptts. as well as Audit & Pension Directorate are increased unnecessarily. He also informed that in case of wrong fixation in the lower side, these can be corrected on detection & there is no financial loss to the state exchequer. However, on the wrong fixation in the higher side resulting to over/excess drawal of the pay, the employees concern on detection has to re-pay the whole over drawal amount which are heavy burden to the employees. In this matter, the High Court has already seriously viewed such wrong fixation & upheld that such wrong fixation on higher side is detected after the Govt. servant is retired, the Govt. authorities cannot force the retired employees to recover the excess/ over drawal & as such, the Govt. has to waive the excess drawal at the cost of Govt. exchequer which is not advisable for the dealing hands. He also advised that the Service Books of a retiring employee should be forwarded to Directorate of Audit & Pension five years before date of superannuation for checking, so that employees do not face problems before or after retirement due to wrong fixations and wrong entries in the service records.

Pate Marik, Director (Training) has advised the participants to cooperate with the main faculty members T. Tatung (FAO), Directorate of Audit & Pension & Shri S. Hore (Overseer) Directorate of Printing. The Asstt. Director (Trg.)-cum- Course Coordinator P. Tayeng & Asst. One HIV positive case detected in Lower Subansiri

From a Correspondent

ZIRO, Aug 11: While new HIV cases are declining over the period throughout the nation because of effective policies and measures taken up by the government,  detection of one more new case this year in Lower Subansiri district hospital, Ziro has alerted the concern department and the people of the district.

A decade or so ago, HIV/AIDS was not known to the people of Arunachal Pradesh but today there are more than hundred of such cases  across the state including Lower Subansiri district.

According to source, 4 cases of HIV (+ve) were detected in Lower Subansiri district till 2013, of which one was found to be AIDS who died later.

Recently one more case was detected.

The record available in hospital since 2006 shows that only 8486 persons came forward for test, among them 1 detected with HIV positive in 2008, 3 in 2011 and one in 2014. Now the district has officially 4 HIV (+ve) cases – 2 female and 2 male. It is just the tip of iceberg and the number may be much higher.

Another shocking disclosure is that Lower Subansiri district also has large number of sexually transmitted Vineral Disease Research Laboratory (VDRL) positive cases. As per data available in hospital since 2011, 1586 persons were tested for VDRL out of which 134 were found positive (108 female and 26 male). These VDRL affected persons are mostly from the age group of between 20 and 35 year.

Since series of tests are done at hospitals before any blood transfusion, spread of STD and HIV/AIDS could be mostly for uncontrolled sexual activities in the society.

Despite knowing well the consequences of having unprotected sex, people also commit mistakes repeatedly for which transmission of these dreaded diseases could not be stopped.

To prevent further spread of HIV/AIDS & STD in the district, it requires extensive awareness campaign especially in schools and colleges, said a senior citizen who is very much concern about it. Total awareness of people on the issue only could help prevent spreading, he added.

State Govt too should fall in line

Dear Editor,

After going through both sides of the argument regarding increasing the retirement age of State Govt Employees from 58 yrs to 60 yrs and the other view that the Govt must maintain status quo, I am more convinced by the former purely on the ground that the Fundamental Rules governing services of Govt employees are derived from the Constitutional provisions.

The State of Arunachal, being a part of Indian Union following all the laid down constitutional provisions and norms, therefore cannot afford to violate the laws merely on the ground that it is industrially backward and Govt job is the only medium for employment to the educated youths. Since most of the States have complied with the directives of various Central Pay Commissions, it is high time our State Govt too fall in line. The avoidance tactics or ignorance of law is not a good excuse. It’s lucky that no member of COSSAP or any employee has moved to the Court and filed a PIL. A sensitive Govt concerned with its image as well as the wellbeing of its own servants must not wait for the directive of the Court for discharging it Constitutional duty.

Also it is a fact that due to rapid progress in medical science and improvement in standard of living world over, the average life span of humans have increased from fifties to seventy plus and the age range of 58 to 60 yrs is seen as highly matured and productive and, it is probably because of this reality that the Seventh Pay Commission has recommended raising the retirement age further from 60 to 62 yrs for all employees. Needless to conclude that the State Govt after consulting its Legal Wing and the Dept of Organisation and Methods take a call at the earliest.

Yours,

Rillang Chege

The efficiency of a hospital

Dear Editor,

I recently spent 13 days in the Ramakrishna mission  hospital and would like to publicly acknowledge and praise the doctors  and staff who attended to me, none of whom I knew prior to this event.

I was initially taken to the hospital emergency room after a bike accident. The EMTs were all professional, caring and courteous. They did what needed to be done and tried to ease my pain.

They referred me to go to an Orthopaedic room of an O.P.D. After an examination, tests and X rays, I was admitted to the hospital male ward 1 after consultation with Dr.Obang. If you ever have the misfortune to be placed on this hospital, I pray that you will have the good fortune to get the skilled, efficient, caring, compassionate group of nurses. After the successful operation, I was moved to the Bed128 of a Male ward 2 . The attending physician, Dr Obang was extremely intelligent, experienced, knowledgeable, caring and dedicated to addressing my problems and how best to get me back on my feet and improve my health. Ramakrishna Mission Hospital is truly fortunate to have someone of his abilities on their staff.

I was also blessed with wonderful nurses, nurse technicians and therapists. To these great nurses, I was a sick  patient, not a sick task. Their smiles and encouragement helped lift my spirits, thereby, promoting my well-being.

They did not just perform their required tasks, but truly took care of the patient efficiently and very respectfully. Additionally, the housekeeping staff who maintained our ward were not only concerned about the cleanliness, but did so with pleasant demeanors. They should

be rewarded for their attention to details and performance of duties, for if there is a weakness in the cleanliness, then all of the medical care in the world would be in vain due to the potential of bacteria or other contaminants infecting the already weakened patient.

Also, contrary to what many people think or say, the food was excellent! I was told that the hospital had good dietician in the fall, and I was extremely grateful to be the beneficiary of his/her talents. The food looked good and tasted good, very hard to do without seasoning.

I’m very thankful to the Ramakrishna hospital. Hope the hospitality increases day by day.

Yours,

Jipak Dagium

Service to humanity

Dear Editor,

Through your esteemed daily I would like to thank and appreciate Ramesh Jeke, Chairman Vivekananda Yuva Shakti for his kind deed toward humanity.

On 4th August 2014, a 45 year old woman from  Yazali circle met with a bike accident at Doimukh-Potin road. She was evacuated to R.K Mission Hospital where the doctors suggested surgery and that she would require at least 2 units of blood during operation.

Unfortunately, her blood group is A (-ve) which is rarely found blood group. We tried a lot but could not find a single person with the same blood group.

And then someone informed me about Vivekanada Yuva Shakti and gave me the mobile number of Mr. Ramesh Jeke. I called him and told him about the predicament we were facing.

Within no time his team member came to the hospital and donated the blood voluntarily for the lady.

Vivekananda Yuva Shakti which acts on motto- “Man Making Nation Building through Blood Donation” is quite appreciable. They have been doing this kind of job since 5 years and they have saved many lives so far by donating blood to the needy one.

We should support and encourage such kind of act in our society which will bring the feeling of oneness within us. Their selfless service to the humanity will always be remembered.

Yours,

Start free vaccination

Dear Editor,

Japanese Encephalitis (JE) have already claimed hundreds of lives in the state of Assam and the government have been providing free vaccination to prevent further spread of disease since the four years in almost all districts.

However, in our state, the attention of the concern authority is confined to Capital Complex alone and ignoring the people of other districts of Arunachal Pradesh.

The concern authority should provide free vaccination all over Arunachal Pradesh as early as possible because poor and helpless people are not in a position to afford the high cost of vaccination sold in the market.

The poor people dwelling in the remote and rural areas of West kameng, and East Kameng districts are rushing to the Govt Hospitals and Dispensaries at Charduar, Balipara and Tezpur in Assam to obtain a single dose of free Vaccination to save their lives and to prevent the spread of dreaded disease.

Therefore, it is my humble appeal to the government of Arunachal Pradesh, through this daily, to launch a Mass Free Vaccination Programme at every district to eradicate the spread of Japanese Encephalitis from the State. Awareness campaign alone may not be able to check the spread of disease.

Yours,

Regularise jobs

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of Panchayati Raj Department towards the regularization of contractual staffs of 2009 batch. We have been sincerely serving the department for the last 5 years. Unfortunately our grievances are growing day by day due to meagre monthly honorarium. So, I request the concern department to initiate steps towards the regularization of jobs of Computer Assistant, Driver and Peon who are on contractual basis at the earliest possible time.

Yours,

An employee

New beginning in Bihar politics

It is stated that in politics no one is permanent foe or friend. RJD chief Lalu Prasad and JD (U) leader Nitish Kumar today proved it right by launching joint campaign for the August 21 by-election to 10 assembly seats in Bihar. Once bitter enemy, the two leaders have been forced to align following sweeping victory for BJP-LJP combine in Bihar in the last parliamentary election.

The two former chief ministers shared stage after nearly 23 years, marking the beginning of a new phase in the politics of the state. Nitish Kumar, who had parted ways with Lalu in 1994, succeeded in dethroning him in Bihar in 2005 in alliance with BJP. Last time the two had together fought election was way back in 1991. During the rally at Hajipur today, Lalu attacked the NDA govt and took digs at Prime Minister Narendra Modi. The two leaders also attacked LJP leader Ram Vilas Paswan and called him an opportunist. Lalu hoped that Mulayam Singh Yadav and Maywati also joined hands in Uttar Pradesh to defeat the BJP. Both Lalu and Nitish are leader with strong personalities. Only time will tell how long this new found bonhomie between former foes lasts.
